The newsletter signup template is something called "User Message Templates" that exist in the database after an install - it cannot be bundled out of the box with EE. That said, I agree with you - it shouldn't be there. I'm pretty certain that we can make an extension to EE to remove those ugly user messages ... and ship that with our themes. For that matter, all the system templates should have "The Station" look. Visitors to our sites are expecting a finished product; not work-in-progress.
